    Background:
    The International Rescue Committee helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future.     As a global humanitarian organization, the IRC has unique capabilities – and is particularly known for rigorous research and evidence-based programs. A key initiative that supports this strategy is the IRC Research & Development (R&D) lab, aimed at investing in the design, development, and scaling of new humanitarian interventions and delivery models. The lab seeks to apply best practices from human-centered design, rapid iteration, multi-disciplinary problem-solving, and an innovation portfolio management function in the humanitarian context.
    Through the Jordan Country Program, the R&D lab is launching an innovative employment hub that aims to generate at scale employment opportunities for Jordanians and Syrian refugees in Jordan The IRC has been operational in Jordan since 2007 and today, the IRC responds to refugees and Jordanians most urgent and sensitive needs, including health care, women’s protection and empowerment, child protection, and economic resiliency. Building off existing IRC Jordan livelihoods and protection programming, the employment hub will house a series of new, data-driven, experimental interventions that seek to match-make Jordanians, refugees and firms and provide the necessary support to individuals in getting to work.

    Job Overview:
    The Employment Service Manager is the technical and management leader for the Employment Hub Service Officer network. The Employment Hub is a two-year project out of which two core activities are run: i) a mobile network of entrepreneurial IRC service officers who will work with Jordanians, refugees, and firms to proactively facilitate matchmaking and help to address common access issues, and ii) a jobs collation platform that allows IRC officers, existing outreach staff and other stakeholders to algorithmically match jobs and job-seekers. An additional set of complementary and experimental activities, including behavioral nudges, flexible budgets, childcare support, transport support, and retention incentives, will be implemented as well. In line with the R&D approach, the objective is to structure fast-paced, small-scale experimentation to iteratively adapt a set of activities to optimize design and generate impact. During year 1, a series of experiments will be conducted to identify what works and in year 2, the program will scale a select set of interventions.
    The Employment Service Manager will oversee the strategic and day-to-day management of the employment service network. The Service Manager is responsible for recruiting, training, monitoring and tracking progress of the service officers who specialize in both community and firm outreach. The Service Manager is responsible for determining how to best allocate service officers across these specializations and how service officers should optimally use their time between recruitment and case management. Ultimately, the Service Manager is fully accountable for all network results, with direct assistance from two employment service deputies. The Service Manager will work with the Hub leadership as well as Economic Recovery and Development (ERD) program staff to ensure that service officers are able to deliver on matches and support officers in their daily activities. Alongside relevant Country Program staff, the Service Manager will support key relationships with firms and community leaders and will liaise with relevant internal and external partners at the IRC and in the livelihoods space.

    Major Responsibilities:
    Strategic Planning, Management and Oversight
    • Oversees strategic planning and execution for the service officer network and ensure day-to-day operations of officers.
    • Works directly with firms and community members to facilitate jobs matching and support service operators in converting on matches.
    • Executes the overall service officer strategy and integrates all research and learning strategies into the officer network.
    • Recruits and trains officers that specialize in both firm- and community-relationships.
    • Oversees compliance and monitoring strategies for service network.
    • Along with other relevant Country Program staff manages key relationships with firms and other relevant actors
    • Tracks service officer progress and oversees officer planning and management. Works closely with the Country Program - specifically ERD and Protection teams and the R&D lab to ensure that the appropriate methodologies and technical approaches and developed and implemented for all program activities
    • Maintains a commitment to innovation and experimentation in the implementation of the hub and appropriately engages all internal and external stakeholders to mitigate risk.

    Grant Planning & Implementation
    • Ensures regular field monitoring and modification to the officer strategies as needed.
    • Contributes to regular donor and internal reporting.
    • Works closely and coordinates with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant and other meetings.
    • Regularly coordinates and plans for activities alongside Employment Hub staff and ERD Coordinator.
    • Provides direction and monitors staff in implementation of work plans and technical quality of activities.


    Human Resources Management
    • Directly supervises 2 employment service deputies, under which 8 employment service officers work. Also supervises 4 drivers.
    • Sets specific goals and expectations and provides regular, positive and constructive feedback for officers
    • Builds capacity of the team under his/her supervision in basic assistance and livelihoods support methodologies, as well as management capacity
    • Maintains open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • If/as required, identifies staff performance issues and works with Human Resources to document and address these in accordance with the National Staff Employment Policies
    • Responsible for adhering to IRC’s Global HR Operating Policies and Procedures
