Agricultural Engineer/ Mafraq - ACTED
ASSIGNMENT:
Under the supervision of the BPRM Project Manager, the Agricultural Engineer will contribute to the development and ensure the implementation of the project funded by BPRM, “Providing sustainable work opportunities to Syrian refugees and vulnerable Jordanians in the agricultural sector in northern Jordan”, in host communities of Northern Jordan. The Agricultural Engineer will be primary responsible for overseeing the development and implementation of Farmer Field School trainings; he/she will also be in charge of overseeing and providing technical consultancy related to the assessment of value chains in the agricultural sector and the promotion of climate smart agriculture.
The Engineer is responsible for technical assessments, contractors/consultants monitoring and ensuring that required standards and quality are met, all related paperwork, work completion certificates and final handover of the project.
FUNCTIONS
General:
- Actively participate in meetings, training, workshop, and provide ideas, suggestion and feedback
- Collect and document case studies, success stories and best practices for dissemination
- Identify the needs and deliver necessary trainings to ACTED staff, monitors and IPs
- Support the PD department in livelihood and agriculture fund raising
- Support the Project Manager to ensure that project’s targets on annual and overall indicators are achieved
- Act as a clear communication channel between ACTED program, contractors, sub-contractors and beneficiaries
- Communicate with the line manager and relevant staff for any difficulties linked to project implementation and propose solutions
- Prepare, check the quality and accuracy of all documents submitted by the field staff (beneficiary lists, reports, analysis, forms etc.).
- Support the Project Manager / Projects Coordinator in their work with AMEU
- Ensure effective integration and mainstreaming of gender into all programs
- Any other task requested by the line manager
Technical:
- Provide technical consultancy in planning, designing, monitoring and evaluating livelihoods, agriculture and economic development interventions of the project
- Provide technical consultancy in the design of the contents and in the conduction of Farmer Field School (FFS)-based trainings according to the local market opportunities and needs of beneficiaries
- Provide technical consultancy in the development of agribusinesses in line with the approved business plans
- Provide regular technical consultancy to the Agricultural Initiative Support Groups (AISG)
- Provide technical consultancy with reference to the reports elaborated by external consultants
- Ensure regular interactions with cooperatives and farmers
- Assist the Project Manager in developing the overall project implementation strategy, systems, approaches, tools, and materials related to the livelihood and agriculture components of the project
- Assist the Project Manager in planning the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives
- Assist the Project Manager in the selection of appropriate target areas and beneficiaries to be the recipients of agricultural technical support
- Provide technical guidance to the analysis of local agricultural value chains
- Provide guidelines, procedures and check lists for beneficiary selection criteria, kits packages, vender/ supplier selection and distribution process
- Assist the Project Manager in preparing training plan and schedule as per the field plan related to livelihood, food security and agriculture. Work with the Project Manager to make weekly plans and field visits.
Quality Control:
- Develop all necessary technical guidelines, tools, plans, etc. to ensure effective and efficient delivery of the project
- Ensure lessons learned are documented, shared and reflected in project planning and decision making
- Collect field demand as per the approved plan and carry out quality checks for implementation and procurement processes as required
- Advise on, and assist with relevant AME components, and project reviews conducted by the M&E team
Reporting:
- Collect photos of program implementation and ensure that donor visibility is respected
- Assist in the identification and location of beneficiaries when requested
- Report on the implementation of activities as per specific program and donor requirements
Filing and Other Tasks:
- Maintain an efficient, organized system of paperwork and reporting for field work
- Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday
- Monitor the quality of work done by staff under your supervision and their adherence to ACTED internal policies
- Immediately alert line manager and ACTED Security Officer if there is any type of threat and security risk to staff
- Perform other duties as requested by the project and country management team
